While both the Tokyo and New Delhi declarations express commitment to the OECD AI Principles and responsible AI development, they differ in their specific focuses, goals and practical targets.

The Tokyo Declaration highlights existing commitments to human-centered values and responsible AI development, celebrates achievements and outlines ongoing efforts. However, the New Delhi Declaration takes a forward-looking approach, addressing the rapid development of artificial intelligence and emphasizing the need for global cooperation to ensure safety, security and trust.
The Tokyo Declaration focuses on countering the illicit use of AI, welcoming new members, and encouraging multi-stakeholder cooperation. The New Delhi Declaration now sets more ambitious goals, such as promoting equitable access to AI resources, making sustainable agriculture a new priority, and strengthening GPAI’s role in global AI governance.
The Tokyo Declaration focuses on revising GPAI’s mandate and encouraging financial support for its activities, while the New Delhi Declaration outlines more concrete actions. These include the development of risk management frameworks for artificial intelligence, the promotion of diverse and inclusive participation in the development of artificial intelligence, and the support of projects that aim to ensure equitable access to critical artificial intelligence resources.
The Tokyo Declaration is more subdued and solemn, highlighting past achievements and reinforcing existing commitments. The New Delhi Declaration, on the other hand, adopts a more proactive and urgent tone, recognizing the need for action and addressing emerging challenges in the rapidly evolving world of artificial intelligence.
When the Tokyo Declaration was passed, the world’s challenges and issues regarding AI were completely different from what the world has seen in the last 11-12 months. India has decided to play a key role in shaping the future of artificial intelligence by understanding the current situation and future challenges or roadblocks. And during the GPAI Summit in New Delhi, several sessions were organized where experts had an in-depth discussion on the present and future of this technology.
So the New Delhi Declaration emphasizes AI governance and risk management more than the Tokyo Declaration. It specifically calls for global partnership in AI and promotes equitable access to AI resources. Sustainable agriculture is taken as a new focus and the declaration prioritizes safe, secure and reliable artificial intelligence to address the risks of generative artificial intelligence, which has taken the world by storm in a few months.
The New Delhi Declaration builds on the foundation laid by the Tokyo Declaration and takes a more proactive and ambitious approach to the evolving challenges and opportunities presented by artificial intelligence. However, both declarations reaffirm their commitment to responsible AI development, human-centered values, multi-stakeholder collaboration, and public-private partnerships. In addition, both recognize the importance of international cooperation in the management of artificial intelligence.
