TRAI to meet telcos to discuss annoying marketing calls and messages on March 27

New Delhi: TRAI is set to meet telecom companies on March 27 to discuss the development and deployment of Unsolicited Commercial Communication (UCC) identification solutions as the regulator continues its onslaught against annoying marketing calls and messages.

The Telecom Regulatory Authority of India (TRAI) further said that leveraging the DLT (Distributed Ledger Technology) platform to bring all access providers (telephones) together for UCC authentication solutions is a positive step in this direction.

Designing a framework for sharing UCC data detected by access providers on DLT platform, cracking down on principal entities and registered telemarketers for non-compliance, use of AI/ML based phishing system, implementation of RegTech solution The meeting will discuss DLT platform for promotional voice calls, implementation of Digital Consent Acquisition and UCC Detect updates of the established ‘Regulatory Sandbox’.

“As part of a multi-pronged approach to address this issue through technical solutions, regulations, guidelines and close monitoring, a meeting will be held with all access providers on development and implementation of their UCC identification solutions under the chairmanship of TRAI Chairman P.D Vaghela. …on March 27, 2023,” TRAI said in a statement on Wednesday.

Unsolicited commercial communications are a major source of public nuisance and an invasion of individuals’ privacy, the regulator noted.

To curb the menace, TRAI released the Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR) on 19 July 2018, creating a framework to control annoying, unwanted marketing calls and messages. The rules enter into force on February 28, 2019.

When implemented through co-regulation with the support of all telecommunications service providers (TSPs), an ecosystem based on blockchain (Distributed Ledger Technology-DLT) has been created.

Since the February 2023 meeting of the Joint Committee of Regulators chaired by Vaghela, there has been a consistent focus and drive to deploy UCC identification solutions to manage spam in telecommunications networks. PTI MBI DRR
